Frequently Asked Questions

Your MOE Bursary tier is determined by either your Gross Household Income (GHI) or your Per Capita Income (PCI) — whichever grants you a higher bursary tier. GHI is the total gross monthly income of all family members living with you. PCI is calculated by dividing your GHI by the number of family members in your household. For example, if your GHI is S$5,000 but you have 5 family members, your PCI is S$1,000, which qualifies you for the highest Tier 1 bursary.
For Singapore Citizens studying full-time at local autonomous universities (e.g., NUS, NTU, SMU), the Higher Education Community Bursary (Tier 1) covers approximately 75% of tuition fees. The Tier 2 bursary covers about 50%, and the Tier 3 bursary covers about 33% of tuition fees. For medical and dentistry students, the subsidies are even higher, heavily subsidising the high cost of clinical degrees.
Yes. Singapore Citizens studying full-time at local polytechnics are eligible. Under Tier 1 (GHI ≤ S$4,400 or PCI ≤ S$1,100), polytechnic students receive a S$2,950 cash bursary annually, which covers almost 100% of their subsidised tuition fees. Lower tiers receive S$2,350 or S$900 annually.
No. The MOE Bursary is a government grant to support lower- and middle-income Singaporean families with tertiary education costs. Unlike a tuition fee loan or study loan, the bursary does not need to be repaid. It is essentially free financial aid.
Generally, no. Most university and government scholarships stipulate that you cannot hold another major scholarship or bursary concurrently. However, there are exceptions for smaller university-specific financial aid schemes or residential college bursaries, which can sometimes be 'stacked' with the MOE Bursary to cover living expenses or hall fees.
